EAP Member Code

 of Conduct

EAP Members voluntarily maintain their membership to demonstrate professionalism and a strong commitment to their craft. In a state without statewide licensing for energy trades—such as electrical, HVAC, and generator work—choosing an EAP Member provides added peace of mind. By annually attesting to our Code of Conduct, EAP Members are backed by an organization dedicated to powering the Greater Philadelphia region with integrity, accountability, and safety.



This Code of Conduct is a statement of EAP’s common values to help guide the EAP and its members in the decisions they make and the quality of work or products they provide. It establishes a set of standards to which all EAP members are required to adhere to maintain their status as members in good standing.

Standard of Conduct for Members

As a condition of membership in EAP, all EAP members are required to:

• Share EAP’s goal of advancing energy industry
• Maintain a professional level of courtesy, respect, and objectivity in all matters and activities associated with EAP
• Exercise reasonable care, good faith, and due diligence in EAP affairs
• Uphold and promote the highest industry standards in all work performed
• Respect diversity of opinions and the integrity and ability of others; and promote collaboration and cooperation
• Ensure that all products used are fit for their intended purpose and that they are delivered and installed in a safe, effective, and serviceable condition
• Ensure that only competent, trained, and qualified personnel install, service, and repair all products as appropriate
• Behave in a professional manner to further EAP’s purposes and promote the integrity of the energy industry
• Maintain the highest degree of integrity in all dealings
• Not engage in or facilitate any discriminatory or harassing behavior directed toward EAP staff, members, officers, directors, meeting/event attendees, exhibitors, advertisers, sponsors, suppliers, contractors, or others in the context of activities related to EAP
• Promote open competition and comply with antitrust laws by not discussing restraint of trade agreements, prices, pricing policies, terms and conditions of purchase or sale, costs, future company plans, boycotting of customers or products, or any other topics that might be considered anti-competitive behavior
• Respect and uphold federal, state, and local laws

EAP strives to be ethical and transparent, and to ensure the organizations and individuals with whom EAP conducts business adhere to the principles expressed in this Code of Conduct. EAP reserves all rights to take any actions deemed necessary if this Code of Conduct is not followed.

Residential Energy Contractor Licensing

In Pennsylvania, there are no licensing requirements for energy contractors. Instead, each municipality (there are over 2,500) sets their own rules, which often excludes any kind of competency test.

Contractors who work in homes must register with the state’s Attorney General’s office, securing a Home Improvement Contractor Number. This is often referred to as a license, however, there is no proof of competence required.

The following municipalities/counties do require competency-level licensing:

• Allentown
• West Chester (Chester County)
• Philadelphia
• Pittsburgh
• Pottstown (Montgomery County)
• Reading
